Reforma javnog sektora – razmere i osnovne promene

U tranzitnim društvima, posebno pridruženim članicama za prijem u EU, najozbiljniji uslov za prijem je reforma  javnog sektora. Zašto je ta oblast u žiži interesovanja, ša pokriva, kako je Zapadni svet vidi i ocenjuje, koje su oblasti najkritičnije i zašto je toliko važna, i koje su osnovne tendencije razvoja? Odgovor na ta pitanja su fundamentalno važna jer gotovo sve demokratizacije, reforme i približavanje standrdima EU počiva upravo na reformi tog sektora. Zašto? Opšti je utisak da javni sektor u celini, posenbno institucije koje imaju direktan kontakt i servisiraju zahteve običnih građana su primer neuređenosti, neefikasnosti i korupcije.

Uzroci problema?

Zametak i osnovni uzrok neefikasnosti državnih, regionalnih i lokalnih institucija jeste odsustvo političkog konzensusa i strateškog jedinstva između osnovnih političkih partija, koje dovode do podele resora i vlasti i krhkih koalicinih partnersatava. Političke igre, podele i partnerstva su obično kratkog daha, tako da se politika i razvoj vodi na kratak rok i bez jedinstvene opšteprihvaćene koncepcije. Posledice takve politike su: (1) odsustvo strateških razvojnih planova; (2) dominantnost generalnih i uopštenih  akcionih planova razvoja; (3) slaba i neefikasnea organizaciona struktura; (4) donošenje odluka je često iracionalno i partijsko-politički obojeno; (5)  slaba i neadekvatna kadrovska politika  dovela je do toga da zaposleni nisu zadovoljni, motivisani i nisu priprelmljeni za nove izazove, posebno kada se radi o ICT i E – Vladama, tj. elektronskom vođenju poslova; (6) programi i projekti su često loše projektovani i dizajnirani, i konačno (7) izvršenje i obavljanje poslova za građane je slabo i neefikasno.

Da bi se otklonili navedeni problemi i poremećaji i da bi se obezbedila demokratizacija društva, vladavina prava, razvoj preduzetništva i šansa da svaki građanin razvije sebe i preuzme brigu za sebe, svoju porodicu i razvoj zajednice, potreban je efikasan javni sektor.

Oblasti i poslovi koje treba unaprediti i menjati!

Prva i najčešća oblast s kojom se započinju reforme je tzv. Administartive capacity building koja podrazumeva unapređenje upravljačke i organizacione efikasnosti i reorganizaciju i prestruktuiranje javnog sektora, posebno organizaciona i funkcionalna poboljšanja, i efikasnije reagovanje na potrebe građana. Osim toga, taj proces uključuje i koordinaciju i povezivanje između različitih nivoa, međufunkcionalnu saradnju između različitih organizacionih delova, odelenja i timova; unpređenje kadrovskih i ljudskih resursa te poslova treninga i selekcije; unapređenje performanci zaposlenih podizanjem motivacije i zadovoljstva zaposlenih koji uključuje preispitivanje platnih nivoa, nagrada i promocije zaposlenih sa stanovišta profesionalne odgovornosti, poštenje i ličnog integriteta.

Druga oblast je Strenthening policy capacity, koja obično podrazumeva razvoj racionlanih i efektivnih odluka. Osim toga, to uključuje unpređenje procesa donošenja odluka uvodjenjem principa racionalnosti i primene standarda kvaliteta kojim se pokušava unprediti i definisati tok relevantnih i validnih informacijia za donošenje odluka i blagovremeno reagovanje. Da bi se obezbedila racionalnost u donošenju odluka mora se unaprediti i proces analize, tj. da se politički, socijalni i ekonomski okvir i uslovi analiziraju, posmtaraju  i kritički ocenjuju.

Treća obalst je tzv. Institutionalna  reforma koja pre sveag podrazumeva da država, institucije i organi vlasti budu odgovorne građanima i da se ponašaju shodno zakonu, moralnim i etičkim principima. To podrazumeva i postovanje i vladavinu prava, transpaerntnost i otvorenost i ponašanje Vlasti spram intersa zemlje u celini i njenih građana. Ponašanje i delovanje institucija podleže stalnoj i permanentnoj kontroli od strane institucija koje su nezavisne, profesionalne i depolitizovane.

Četvrta oblast je tzv. Civil service downsizing koja podrazumeva efikasnije i efektivnije ponašanje uz manje budžetske rashode. To znači, da se javni sektor ponaša i meri po principima tržine ekonomje. Shodno tome, broj zaposlenih se mora smanjivati po meri efikasnosti privatnih firmi, i da se neki poslovi poveravaju javnim tenderima privatnim preduzećima. Naravno, otpušatnje i viškovi se moraju pripremiti, posebno mladji, za nove izazove i nove karijere u privatnom sektoru, adekvatnim treninzima i obrazovanjem. Za one koji ostaju poslovi i zarade se moraju posatviti na novim temeljima tako da se vrednuje rad i da se najbolji promovišu. Taj proces aktivnosti znači uvođenje menadžmneta učinaka (performance management), praćenje i ocenjivanje zaposlenih (appraisal scheme), te promociju i nagrđivanje najboljih.

Navedeni i nagomilani problemi se moraju rešavati i EU, WB, EBRD preko programa i projekta nuditi novac, ekspertsku pomoć i modele za promene. Jednostavna poruka jeste, da se za modele i principe tržišnih ekonomija koje se primenjuju u našim uslovima i u javnom sektoru, treba blagovremeno pripremati, tj. spremati najviđenije i najbolje zaposlene koji treba da ponesu i iznesu  teret promena. Sistemski pristup, metodičnost, znanje o funkcionisanju organizacija, organizacionim ponašanjima i kako i na koji način ukomponovati odnos i relacije između organizacije, timova i svakog zaposlenog je složen i komplikovan posao. Razvijanje lideskih i mendžerski veština i sposobnosti je fundamentalni zahtev za reformu i unapređenje javnog sektora.

“Dragi profesore, iako ste već  vjerovatno digli ruke, evo mene ! :-) Probio sam rokove, po principu "kasno Marko na Kosovo stiže". Međutim, ono što je meni najbitnije jeste da sam ja napisao rad, napravio prezentaciju i napisao izjavu, koje Vam u prilogu dostavljam. Diploma je bitna, naravno, ali meni je najbitnije da sam ja ispunio obavezu prema sebi i prema Vama koji ste nas obasipali sa toliko pažnje i energije. Budite sigurni da sam jednu stvar sigurno naučio kroz ILM program, odnosno od Vas, a to je upravljanje sobom i vremenom. Siguran sma da poslije ovog iskustva (a posebno kašnjenja kada je u pitanju rad koga sam pisao u žurbi i u trci sa vremenom) više nikada neću dozvoliti da me nedostatak vremena obeshrabri .Shvatio sam da vremena imam napretek, ali da ga treba dobro isplanirati pri tome određujući prioritete. Ovim završavam, da Vama ne bi oduzimao vrijeme. Uvaženi profesore Ivanoviću, po završetku kursa Mali biznis – osnove uspeha, koji je bio organizovan na ECPD – u u Beogradu, ne mogu a da ne napišem nekoliko rečenica o svojim utiscima. Nakon dugo godina rada u obrazovanju bila sam učesnik velikog broja seminara, treninga, kurseva, edukativnih radionica i prvi put, iako ovo nije moja naučna oblast jer sam po obrazovanju diplomirani biolog, sam u potpunosti zadovoljna načinom i organizacijom predavanja, komunikacijom, a vreme koje sam provela nisam ni osetila. Ceo kurs mi je veoma pomogao da shvatim i na pravi način razumem osnovni koncept malog biznisa, razumem biznis plan, SWOT analizu, da napravim lični plan razvoja i sve ono što je bilo tema kursa. Cilj kursa je u potpunosti realizovan. Veliko hvala što sam imala priliku da učestvujem i nadam se nekom novom treningu!

Poštovani profesore Ivanoviću, dozvolite mi najpre, da se najsrdačnije zahvalim na ukazanoj mogućnosti da pohadjam kurs Mali biznis-osnovi uspeha u periodu od 15 do 16 decembra 2018. 17 . Od Vas smo mogli da čujemo i naučimo mnoge interesantne i korisne stvari, koje možda i nismo mogli pročitati u knjigama ili čuti na redovnim predavanjima. Iskreno se nadam da će biti prilike da ponovo pohadjamo neki sličan Kurs u organizaciji ECPD-a.

Professor Ivanovic and I, we have exchanged ideas in relation to my thesis; discussed my interest on the subject and I have received great number of tips from the Professor, in terms of taking this further. We have decided: I do some more research, and start feeding the outcome into one paper, so that I can go back to Professor, prior presenting ECPD with the thesis proposal. The idea of this email was to inform you how pleased I am to have Professor Ivanovic as a mentor.

Uvaženi profesore Ivanoviću, po završetku kursa Mali biznis – osnove uspeha, koji je bio organizovan na ECPD – u u Beogradu, ne mogu a da ne napišem nekoliko rečenica o svojim utiscima. Nakon dugo godina rada u obrazovanju bila sam učesnik velikog broja seminara, treninga, kurseva, edukativnih radionica i prvi put, iako ovo nije moja naučna oblast jer sam po obrazovanju diplomirani biolog, sam u potpunosti zadovoljna načinom i organizacijom predavanja, komunikacijom, a vreme koje sam provela nisam ni osetila. Ceo kurs mi je veoma pomogao da shvatim i na pravi način razumem osnovni koncept malog biznisa, razumem biznis plan, SWOT analizu, da napravim lični plan razvoja i sve ono što je bilo tema kursa. Cilj kursa je u potpunosti realizovan.
Veliko hvala što sam imala priliku da učestvujem i nadam se nekom novom treningu!
